The Inform examines how Member States ensure the protection of the fundamental rights of unaccompanied minors during the screening procedure and what role Children’s Ombudsman institutions play in this process. The Inform is based on an EMN Ad-Hoc Query launched by EMN Luxembourg and provides a comparative overview of approaches in 22 EMN Member States.

The inform takes a closer look at how EMN Member and Observer Countries use alternatives to providing housing in-kind for applicants for international protection. Based on contributions from 22 EMN Member Countries, as well as Norway and Serbia, it maps national approaches applied between January 2020 and October 2025.

The Summary focuses on children who arrive in the EU accompanied by adults other than their parents or legal guardians,and describes how Member States currently respond to the specific protection needs of these children in the context of asylum procedures. This category differs from unaccompanied minors, because the presence of an accompanying adult has implications for reception, procedural guarantees and assistance.

Inform builds on previous editions and provides an updated overview of legislative, policy and practical developments in the field of statelessness across participating EMN Member and Observer Countries since the publication of the last Inform in 2023. This edition also includes a new chapter on statelessness, which examines the relevance of statelessness considerations within the framework of the EU Pact on Migration and Asylum and outlines recent developments in this area.
